Thailand Needs to Invest in People, Not Rice

The search for lessons from lost economic decades has led from Japan to the U.S. to Europe. Now the spotlight turns to Thailand (SET).
This may strike some as odd, considering Thailand’s 5.3 percent growth, its young and expanding population, and the surprising level of political stability in Bangkok. In her two years leading Thailand’s 68 million people, Yingluck Shinawatra has somehow managed to tamp down the virtual civil war that led to the ouster of her prime minister brother in 2006.
Look closer, though, at the thrust of Yingluck’s economic policies. Her government has subsidized rice prices, provided handouts to car buyers and favored mega projects that will enrich the politically connected more than the masses. All this comes at the expense of long-term competitiveness and prosperity: Thailand should instead be investing in its future, especially education, if it wants to break out of the “middle-income trap” that befalls many developing nations.
Yingluck’s U-turn last week on the government’s policy of hoarding rice at above-market rates is a case in point. She had planned to limit a practice that jeopardizes the country’s fiscal position and warps commodity markets. Moody’s Investors Service says the subsidies damage Thailand’s credit rating. Yet she caved to farmers, even firing her commerce minister to do so.

Thaksinomics Redux

Granted, the program isn’t bankrupting Thailand. The country’s $346 billion economy can handle the $4.4 billion the government blew on rice purchases last year. But Yingluck’s recent priorities bear troubling similarities to those her exiled brother, Thaksin Shinawatra, championed from 2001 to 2006. His vaunted “Thaksinomics” never amounted to more than a Tammany Hall-like doling out of cash in return for rural votes.
In January, Yingluck unveiled a plan to lift Thai living standards. She proposed spending about $72 billion over 10 years on transportation, energy and telecommunications projects. Yingluck’s government is pushing an $8.6 billion port-and-industrial-zone project in neighboring Myanmar. Last week in Turkey, she called for a “New Silk Road” rail project to link Europe and Asia.
“We have some very big ideas, concrete ones, to make growth more inclusive,” Transport Minister Chadchart Sittipunt told me last month in Bangkok.
Forgotten in this ambitious building boom, though, is any investment in social infrastructure. It’s even more important to invest billions of dollars in education and in training to improve the quality of the labor force and raise productivity so that Thailand can keep up in the world’s most dynamic region. The country lags not just at the tertiary level, but also at the primary and secondary phases of the education process. Like several other countries in the region, Thailand’s focus on rote learning gives short shrift to creative and critical thinking and English proficiency.
“There is little sign that inadequate investment in human capital and the need for reform of the education system is recognized by the current government,” says economist Peter Warr at the Australian National University in Canberra. He’s done extensive research on Thailand’s economic growing pains.
Thailand matters because it’s a role model in the region. As Myanmar exits decades of isolation and tries to build a healthy economy, it’s looking to Thailand for direction and financing. The same goes for Cambodia, Laos and Vietnam. How Thailand evolves will reverberate around the neighborhood.

Going Nowhere

At the moment, Thailand is walking in place even if its headline growth rates outpace Japan, the U.S. and Europe. To Bank of Thailand economist Piti Disyatat, per-capita gross domestic product tells the story: It has been hovering around 15 percent to 20 percent of U.S. levels for more than 10 years.
This is a precarious moment for Thailand to be stuck at a per capita GDP of about $5,000. Global growth is tepid, China is slowing, and Indonesia, Philippines and Vietnam are winning jobs that Thailand (THGDPYOY) once took for granted. As Thai wages rise, so do production costs. It must move faster up the value chain to build more technologically advanced products in the electronics and automobiles sectors -- preferably bearing Thai names, not just Japanese ones.
Building a more entrepreneurial workforce requires big investments and political will, both of which are in short supply. Corruption, among other things, skews incentives. Massive road, bridge and power-grid projects are dripping with opportunities for politicians and business people to line their pockets. “There are few if any kickbacks available from investment in education,” Warr says. “Physical infrastructure is another matter.”
Thaksin’s policy of cash handouts to rural areas was the economic equivalent of a sugar high. It did nothing to strengthen government institutions, build a credible legal system or invest in human capital. The five prime ministers who led Thailand between Thaksin’s ouster and his sister’s victory in July 2011 spent all their time avoiding another coup.
Now that Thailand is stable, it’s time to invest in the future. Pouring more money into people rather than rice farms and construction companies would be a good start.

"We must face our past freely" 

Pro-democracy leader Aung San Suu Kyi spoke out about the need for accountability and reconciliation as an important step for Myanmar's future in a historic debate held in the capital Nay Pyi Taw on Thursday as global leaders converged for the second day of the World Economic Forum on East Asia.
Speaking on the issue of atrocities committed by the former military regime, Suu Kyi told the Forum that there is a strong link between truth and reconciliation, and that rather than seeking revenge, she sees the need for Myanmar to acknowledge the past for the country to move forward.
"Only by facing our past freely can we move into the future freely. Personally I am against the concept revenge. But accountability is related to courage and I admire courage in individuals as well as nations and I would like us to have the courage to face our past squarely so that the same mistakes will not be committed in the future," said the Nobel Laureate.
The debate entitled "Myanmar: What Future?" was organised and moderated by the BBC and included Aung San Suu Kyi, Minister of the President's Office, U Soe Thein and ex-political prisoner and activist, Zin Mar Myint on the panel. They engaged critical questions about the reform process, the role of the military, media and freedom of speech among other issues with an equally distinguished audience including academics, journalists and historians.
The panelists discussed at length the challenges facing the reform process initiated by the President Thein Sein and his government and whether changes are reversible or not. They acknowledged the difficult path ahead but were "cautiously optimistic" about achieving reforms.
"It comes down to inclusiveness. If the people think that they are included in the reform process then it will not be easily reversible. But if too many people feel excluded then the dangers of a reversal are high," said Suu Kyi.
Aung Zaw, founder and editor of the Irrawaddy magazine, commented from the audience that he is skeptical about the reform process, especially in the media because journalists still cannot write freely about past abuses and corruption.
Minister Soe Thein responded that freedom of the press in Myanmar is much better than before and when it comes to reform they must heed the example of countries like the United States, Singapore, Thailand, and Vietnam.
"We have to go step by step. What is needed is balance and creating capacity in the media," said the Minister. 
Suu Kyi, however, disagreed with Soe Thein stating that the press still does not have complete freedom in the country due to a fear of openness.
"We should be able to face openness; this is the sign of a mature democracy."
Later in the debate, Aung San Suu Kyi admitted that she would like to run for President in 2015 but acknowledged that many reforms were necessary before this was possible. The Nobel Laureate was also criticised for staying silent over the violence faced by Muslim minorities in Rakhine State.
She defended herself insisting on the importance of the rule of law as a first step to finding a solution for these issues. She also called for the need to reassess the 1982 Citizenship Law to ensure that it meets with international norms.
"If we are going to resolve our problems we have to face them squarely, especially the problem facing Muslims, it’s a big problem and it’s a complicated problem."
The debate also raised questions about the role of the military in Myanmar's democracy. BBC presenter Nik Gowing asked the panel whether they thought the military was ready to relinquish its 25 percent control of Parliament as stipulated by the constitution, and allow for full civilian oversight of the Legislature.
"Twenty years back everything was run by the military. My point of view is that this will take gradual change," said Minister Soe Thein.
Aung San Suu Kyi, whose father was General Aung San, a revered national hero who was instrumental in the struggle for independence, said that she sees an important role for a professional military in future.
"I want the military to have a special place in the hearts of our people. That is to say, I want a military that is professional, that is honorable, and that it prepared to defend our nation and our people. This is the kind of army my father anticipated when he founded it in the 1940's," said Suu Kyi.
The debate was broadcast live by the BBC and featured many responses on social media from viewers around the world. It is the first time for a debate of this kind to openly discuss many of the pertinent issues facing Myanmar and speak frankly about the challenges facing its leaders.
At the end of the televised debate, Gowing asked the audience if they were optimistic or not about Myanmar's future. A show of hands in the room showed an overall optimism for the future of the country, a sentiment largely prevalent among both local and international participants at the Forum.
It is the first time for the World Economic Forum on East Asia to be held in Myanmar marking a historic occasion as the country begins engaging with the international community after years of isolation.

ผู้สื่อข่าวสำรวจความเคลื่อนไหวชาวต่างชาติที่เข้ามาซื้อคอนโดมิเนียมใจกลางเมืองพบว่านับตั้งแต่ปลายปีที่ผ่านมามีนักลงทุนชาวจีนซื้อคอนโดฯย่านรัชดาภิเษก ในลักษณะเจรจาซื้อบิ๊กลอตยกชั้นหรือซื้อยกอาคาร ซึ่งเป็นปรากฏการณ์ที่ไม่ได้เกิดขึ้นบ่อยสถานทูตจีนเหมาเบลล์พาร์ค

แหล่งข่าวจากบริษัทแกรนด์คาแนล แลนด์ จำกัด (มหาชน) หรือ "GLAND" ผู้พัฒนาโครงการ "แกรนด์ พระราม 9 สแควร์" เปิดเผย "ประชาชาติธุรกิจ" ว่า บริษัทเพิ่งปิดดีลขายคอนโดมิเนียม 

"เบลล์พาร์ค" (Belle Park) แบบบิ๊กลอตจำนวนกว่า 80 ยูนิต ให้กับสถานทูตสาธาณรัฐประชาชนจีนประจำประเทศไทย โดยเบลล์พาร์คเป็นส่วนหนึ่งของโครงการแกรนด์ พระราม 9 สแควร์ 

รายละเอียดดีลนี้ คอนโดฯเบลล์พาร์ค มีทั้งหมด 8 ทาวเวอร์ ยูนิตรวม 220 ยูนิต ทางสถานทูตจีนได้ขอซื้อคอนโดฯในทาวเวอร์ที่ 6 จำนวนกว่า 80 ยูนิต หรือประมาณ 30% เพื่อเป็นที่พักอาศัยแห่งใหม่ให้กับ

เจ้าหน้าที่ ส่วนห้องชุดที่เหลืออีก 140 ยูนิต สถานทูตทำข้อตกลงขอให้บริษัทหยุดพักการขายไว้โดยจะแนะนำชาวจีนที่สนใจมาซื้อ เพราะต้องการให้เป็นทาวเวอร์ที่มีแต่คนจีนพักอาศัย
"เราเจรจากันมาระยะหนึ่งแล้วเหตุผลที่เขาสนใจเราเพราะตัวโครงการตั้งอยู่บนถนนรัชดาฯใกล้กับสถานทูตจีนและมีคนจีนพักในย่านนี้เยอะ คล้าย ๆ กับคนญี่ปุ่นที่นิยมอยู่ในซอยทองหล่อเพราะใกล้สถานทูตญี่ปุ่น ปัจจุบันเรามีสัดส่วนลูกค้าชาวต่างชาติกว่า 10-20% ยังต่ำกว่าที่ พ.ร.บ.อาคารชุดที่กำหนดสัดส่วนไว้ไม่เกิน 49%" 

แหล่งข่าวกล่าวว่า สำหรับคอนโดฯ เบลล์พาร์ค แบ่งเป็น 3 เฟส เฟสแรกมี 4 ทาวเวอร์ ยูนิตรวม 1,000 ยูนิต ปัจจุบันมียอดขายแล้ว 90% กำลังทยอยโอนกรรมสิทธิ์ เฟสที่ 2 เป็นพื้นที่พลาซ่า 2 ชั้น และเฟส 3 เป็นคอนโดฯอีก 4 ทาวเวอร์ ประมาณ 1,000 ยูนิต จะก่อสร้างแล้วเสร็จปลายปี แต่ละทาวเวอร์มียอดขายแล้ว 20-50% 

นอกจากนี้ภายในโครงการแกรนด์ พระราม 9 สแควร์ กำลังก่อสร้างอาคารให้เช่าพื้นที่ 2 โครงการ คือ 1.โครงการยูเพลส ออฟฟิศให้เช่าพื้นที่ 1.8 หมื่นตารางเมตร และพื้นที่ค้าปลีก 4,300 ตารางเมตร ปัจจุบันมีกลุ่มยูนิลีเวอร์ขอจองเช่าพื้นที่ออฟฟิศทั้งหมดเป็นเวลา 29 ปี ค่าเช่าเริ่มต้นตารางเมตรละ 640 บาท 2.โครงการเดอะไนน์ สำนักงานให้เช่าพื้นที่ 5.8 หมื่นตารางเมตร ค่าเช่าเริ่มต้นตารางเมตรละ 520 บาท ปัจจุบันมีผู้เช่าแล้ว 50% ศุภาลัย-กฤษดาฯเนื้อหอม 

นายอธิป พีชานนท์ กรรมการผู้จัดการ บริษัท ศุภาลัย จำกัด (มหาชน) เปิดเผยว่า บริษัทเคยได้รับการติดต่อจากนักลงทุนชาวจีนผ่านทางนายหน้าเพื่อขอซื้อห้องชุดในโครงการคอนโดฯแบบยกชั้น ประมาณ 10-20 ยูนิต ทราบว่าจะซื้อเพื่อลงทุนปล่อยเช่า คาดว่าเป็นเพราะช่วง 10 ปีที่ผ่านมา เศรษฐกิจจีนเติบโตต่อเนื่องจึงสนใจเข้ามาลงทุนซื้ออสังหาฯในกรุงเทพฯที่ราคายังไม่สูง อย่างไรก็ตามการเจรจาไม่ได้ข้อยุติเนื่องจากเป็นการซื้อแบบยกชั้น ทางตัวแทนจีนขอต่อรองส่วนลดค่อนข้างสูง

แหล่งข่าวจากบริษัท กฤษดามหานคร จำกัด (มหาชน) ผู้พัฒนาโครงการเดอะคริส รัชดาฯ และเดอะคริส เอ็กซ์ตร้า พระราม 9 เปิดเผยว่า ก่อนหน้านี้บริษัทได้รับการติดต่อจากนายหน้าของนักลงทุนมาเลเซียเชื้อสายจีน เพื่อขอซื้อห้องชุดโครงการเดอะคริส รัชดาฯ แบบยกชั้น เมื่อประมาณไม่เกิน 1 ปีที่ผ่านมา แต่ไม่สามารถตกลงกันได้เนื่องจากขอต่อรองส่วนลดมากถึงเกือบ 20% 

ขณะเดียวกันก็มีนักลงทุนชาวจีนและชาวสิงคโปร์เชื้อสายจีนที่ซื้อห้องชุดเฉลี่ยรายละ1-3ยูนิต เพื่อลงทุนปล่อยเช่าเนื่องจากทำเลที่ตั้งอยู่กลางเมือง และอยู่แนวรถไฟฟ้าใต้ดิน

เผยอสังหาฯไทยน่าลงทุน

แหล่งข่าวจากบริษัทตัวแทนขายและที่ปรึกษาอสังหาริมทรัพย์รายหนึ่งเปิดเผยเพิ่มเติมว่าปรากฏการณ์กลุ่มลูกค้าคนจีนที่มาซื้อคอนโดฯในกรุงเทพฯและเมืองท่องเที่ยวมีอยู่ตลอดเวลา แต่น่าสังเกตว่ามีแนวโน้มเพิ่มขึ้นอย่างเห็นได้ชัดตั้งแต่ปี 2555 ที่ผ่านมา 

ทั้งนี้บริษัทได้รับการติดต่อจากคนจีนที่สนใจซื้อคอนโดฯในเมืองไทยส่วนใหญ่ระบุความต้องการซื้ออยู่ในทำเลรัชดาฯ-พระราม9 ซึ่งเป็นย่านศูนย์กลางธุรกิจแห่งใหม่ของกรุงเทพฯ รวมทั้งหัวเมืองท่องเที่ยวคือพัทยา แต่ละรายซื้อเฉลี่ย 1-4 ยูนิต มีทั้งซื้อเพื่ออยู่เองและซื้อลงทุนปล่อยเช่า 

"เท่าที่ทราบโครงการคอนโดฯ ทีซีกรีน ย่านพระราม 9 ซึ่งมีนักลงทุนจีนร่วมทุนพัฒนาโครงการ มีสัดส่วนลูกค้าคนจีน 25% ของยอดขายทั้งหมด น่าจะเกิดจากปีที่ผ่านมาประเทศจีนได้ออกมาตรการสกัดฟองสบู่อสังหาฯ ผู้ที่ซื้อบ้านตั้งแต่หลังที่ 2 ขึ้นไปจะต้องเสียภาษีสูงขึ้น จึงออกมาซื้ออสังหาฯนอกประเทศแทนเพื่ออยู่เอง และลงทุนหาผลตอบแทนที่ยังสามารถทำกำไรในเมืองไทย ถ้าปล่อยเช่าเฉลี่ยมีผลตอบแทน 6-7%" แหล่งข่าวกล่าว

ทุนจีนใช้ไทยเป็นฐานบุก AEC

นายพิพิธ เอนกนิธิ รองกรรมการผู้จัดการ สายธุรกิจจีน ธนาคารกสิกรไทย เปิดเผยว่า จากที่ธนาคารกสิกรไทยได้ขยายธุรกิจเข้าไปเปิดสาขาในประเทศจีน ซึ่งขณะนี้ได้เปิดดำเนินการแล้ว 2 สาขา คือ ที่เมืองเสิ่นเจิ้น และเฉิงตู โดยกสิกรไทยมียุทธศาสตร์ที่จะเป็นสะพานเชื่อมการลงทุนของจีนกับอาเซียน นอกจากเป้าหมายเพื่อการเข้าไปให้บริการสินเชื่อกับธุรกิจเอสเอ็มอีจีนแล้ว อีกด้านหนึ่งก็เป็นการต่อยอดในการเป็นที่ปรึกษากลุ่มนักธุรกิจจีน ที่เข้ามาลงทุนในประเทศไทย 

โดยขณะนี้มีภาพชัดเจนว่ามีนักธุรกิจจีนที่เข้ามาลงทุนในไทยรวมถึงมีเป้าหมายจะใช้ไทยเป็นฐานเพื่อที่จะขยายการค้าการลงทุนไปยังประเทศเพื่อนบ้านในกลุ่มประชาคมเศรษฐกิจอาเซียน (AEC) ที่ผ่านมาเห็นแนวโน้มชัดเจนของนักลงทุนจีนที่เข้ามาไทยเพิ่มมากขึ้น ซึ่งในส่วนนี้ทางธนาคารก็ได้มีการตั้งทีมเพื่อดูแลกลุ่มลูกค้านักธุรกิจจีนที่เข้ามาเมืองไทยโดยเฉพาะด้วย

9.  ใน 5 ปีข้างหน้า ในปี 2018 “กำลังแรงงานต้องมีทักษะที่หลากหลาย รวมถึงต้องมีขีดความสามารถด้านภาษาหลายภาษา-Multiple Skill and Multiple Languages Needs for Employment " เนื่องด้วยตั้งแต่การเปิดประชาคมเศรษฐกิจอาเซียนอย่างเต็มรูปแบบ ภาคอุตสาหกรรม ภาคการบริการ  ภาคการค้าและการลงทุน จะประสบกับความยากลำบากในการแข่งขัน  จากแรงกดดันทั้งจากคู่แข่งที่มีจำนวนมากและมีความหลากหลายมากยิ่งขึ้น และจากแรงกดดันของ


10. ใน 5 ปีข้างหน้า ในปี 2018 “เศรษฐกิจสร้างสรรค์ บนพื้นฐานการคำนึงถึงสิ่งแวดล้อมจะเป็นคำตอบสุดท้าย-Green Economy and Creative Economy are the last Business Solutions " ในทิศทางของการพัฒนาความร่วมมือระหว่างประเทศร่วมกัน และการตื่นตัวในการตระหนักถึงการเปลี่ยนแปลงของโลกจากการใช้ทรัพยากรธรรมชาติ
อย่างเข้มข้นในหลายปีที่ผ่านมา   ส่งผลให้ค่านิยมในการคำนึงสิ่งแวดล้อมเป็นค่านิยมหลักที่สำคัญของโลกและของสังคมระหว่างประเทศ   จึงเป็นผลให้ภาคอุตสาหกรรม  ภาคการบริการ  ภาคการค้าและการลงทุน ต้องมีปรับปรุงองค์กร  และปรับกระบวนการบริหารจัดการและกระบวนการผลิตของตนให้อยู่พื้นฐานของการคำนึงถึงสิ่งแวดล้อม  ซึ่งล้วนแต่จะทำให้ทุกองค์กรในทุกธุรกิจล้วนประสบกับความยากลำบากจากการเปลี่ยนแปลงในครั้งนี้    ดังนั้นด้วยความขีดสามารถขององค์กรที่จะนำมาสร้างสรรค์สินค้าและบริการบนพื้นฐานของกระบวนการที่คำนึงถึงการดูแล รักษาสิ่งแวดล้อม ซึ่งจะสามารถตอบสนองความต้องการของตลาดได้อย่างรวดเร็วทันท่วงที    จึงจะทำให้องค์กรสามารถรับมือกับโลกแห่งการเปลี่ยนแปลงได้ อย่างทันสถานการณ์


11. ใน 5 ปีข้างหน้า ในปี 2018 “สังคมออนไลน์และการสื่อสารที่หลากหลายจะเป็นวิถีหลักของสังคม -Complex  Communication and
 Social Networks "  สังคมในอนาคต ผู้คนจะใช้การติดต่อสื่อสาร บนโลกเสมือนจริง อย่างแพร่หลาย  โดยจะทวีบทบาทและทวีความสำคัญมากยิ่งขึ้น  จนถึงขั้นเป็นช่องทางหลักในการติดต่อสื่อสารของโลก   ดังนั้นความสามารถขององค์กรในการสร้างสรรค์สินค้าและบริการ  ผ่านสังคมออนไลน์ในโลกยุคใหม่  ด้วยช่องทางการสื่อสารที่หลากหลายอย่างรวดเร็ว  จะเป็นประเด็นสำคัญที่มีผลต่อความอยู่รอดขององค์กร  ถ้าองค์ใดสามารถปรับตัว ปรับกระบวนการภายในให้สามารถตอบสนองความต้องการนี้ได้อย่างรวดเร็วเพียงพอ  องค์กรนั้นก็จะสามารถรักษาตำแหน่งของสินค้าและบริการของตนเอาไว้ได้  หากองค์กรใดไม่สามารถปรับตัว ปรับกระบวนการภายในขององค์กรได้ทันที จะประสบปัญหาอย่างแน่นอน




12. ใน 5 ปีข้างหน้า ในปี 2018 “การเรียนรู้ตลอดชีวิตด้วยช่องทางที่หลากหลายคือแนวทางที่เปลี่ยนแปลงไปจากวิถึดังเดิม  LifeLong & Multi Channel Learning"  สังคมในอนาคตจะเป็นสังคมที่กลุ่ม
ประชากรผู้สูงวัยที่มีจำนวนมากขึ้นอย่างรวดเร็ว  เนื่องจากความเจริญก้าวหน้าด้านวิทยาศาสตร์สุขภาพ ซึ่งจะส่งผลทำให้อายุเฉลี่ยของผู้คนในสังคมสูงขึ้นทุกปี  และส่งผลให้กลุ่มประชากรผู้สูงวัยกลายเป็นประชากรที่มีสัดส่วนมากขึ้นและเป็นประชากรกลุ่มใหญ่ในที่สุดในอนาคต   และเนื่องด้วยสังคมที่มีการพัฒนาเทคโนโลยีและมีการเปลี่ยนแปลงอย่างรวดเร็วทำให้ผู้คนในสังคม ในทุกๆช่วงวัยและโดยเฉพาะประชากรที่อยู่ในช่วงผู้สูงวัย (ซึ่งเป็นประชากรกลุ่มใหญ่ของสังคม) มีความจำเป็นที่ต้องเรียนรู้ในเรื่องราวที่เปลี่ยนแปลงไปอย่างต่อเนื่อง จนกลายเป็นเป็นวิถีการเรียนรู้ตลอดชีวิต  ทั้งนี้เพื่อปรับตัวให้เข้ากับการเปลี่ยนแปลงของสังคม  เพื่อสามารถใช้ชีวิตให้เข้ากับการเปลี่ยนแปลงของเทคโนโลยี  ดังนั้นกระแสการเปลี่ยนแปลงในลักษณะนี้จะเป็นแนวทางใหญ่ของการพัฒนาของสังคมที่จะเกิดขึ้น

5. หัวเมืองรองจะพัฒนาอย่างก้าวกระโดด: ใน 5 ปีข้างหน้า ในปี 2018 




“หัวเมืองรอง จะพัฒนาเป็นเมืองใหม่ขนาดใหญ่อย่างก้าวกระโดด” หัวเมืองรองตามแนว
สถานีรถไฟความเร็วสูง (ที่อยู่ไม่ไกลจากเมืองหลักด้วยระยะเวลาเดินทางไม่เกิน 1 ชั่วโมง) จะพัฒนาอย่างก้าวกระโดด โดยจะพัฒนาพื้นที่ใหม่เป็นชุมชนเมืองแบบใหม่ ในหลายพื้นที่ที่ มีเขตอุตสาหกรรมอยู่ร่วมด้วยก็จะยกระดับชุมชน GREEN Industrial Estate และพัฒนาเป็นเขตพาณิชกรรมควบคู่กัน ในขณะเดียวกันก็จะมีการพัฒนาเป็นแหล่งที่อยู่อาศัยของ ชนชั้นกลาง ถึง ชนชั้นสูง ที่มีฐานะทางเศรษฐกิจดี โดยคนกลุ่มนี้จะนิยมพักอาศัยในบ้านพักที่มีที่ดินแปลงขนาดใหญ่ ซึ่งสามารถเข้าถึงสถานีรถไฟฟ้า ได้ในเวลาไม่เกิน 30 นาที ทั้งนี้ พื้นที่ชุมชนรอบๆ สถานีรถไฟฟ้า ในรัศมีการเดินทางดังกล่าว จะเป็นแหล่งพื้นที่พักอาศัยที่สามารถไปทำงานในเมืองหลักและกลับบ้านได้ในวันเดียวกัน ในขณะที่อัตราการพัฒนาเมืองหลวงของกรุงเทพมหานครจะหนาแน่นมาก และมีปัญหาสิ่งแวดล้อมที่รุนแรงขึ้น สถานศึกษาหลายแห่ง รวมทั้งหน่วยงานต่างๆ จะหาทางและมีแผนย้ายออกจากเมืองหลวง พื้นที่ชุมชนใดที่สามารถจัดโซนนิ่งหรือผังเมืองได้ดี ก็จะสามารถพัฒนาเมืองได้อย่างยั่งยืนในที่สุด

6. ได้เวลาของ Inter Brands :ใน 5 ปีข้างหน้า ในปี 2018


“กิจการและการบริการรูปแบบใหม่ๆจากต่างประเทศ จะเปิดเพิ่มขึ้นอย่างมากมายการ
บริการและการค้าในหัวเมืองขนาดใหญ่ จะเปลี่ยนแปลงอย่างก้าวกระโดด จะมีกิจการ การค้าข้ามชาติเข้ามาลงทุนอย่างมากมาย บริษัทใหม่เหล่านี้จะเกิดขึ้นเป็นดอกเห็ด แต่จะมีการพัฒนาการบริการโดยนำเข้า Know How ในกระบวนการให้บริการเข้ามาด้วย ธุรกิจของประเทศท้องถิ่น(รวมทั้งไทย)จะอยู่ในสถานการณ์ตั้งรับ กิจการหลายแห่งของท้องถิ่นจะประสบความยากลำบาก องค์กรเหล่านั้นจะเกิดความโกลาหล ทั้งในแง่การบริหารและการเปลี่ยนแปลงอย่างรวดเร็ว ผู้บริหารของกิจการเหล่านี้จะถูกท้าทายความสามารถในการบริหาร โดยจะต้องเผชิญหน้ากับความสับสน ความวุ่นวายทั้งส่วนของลูกค้า ทั้งส่วนของคู่แข่งรายใหม่และรายเก่า ทั้งส่วนของคู่ค้า และรวมถึงการปรับเปลี่ยนกระบวนการภายในของกิจการเพื่อความอยู่รอด นี่คือระยะเวลา 3ปีหลังจากประชาคมอาเซียนมีผลเต็มรูปแบบและต้องเตรียมตัวรับมือกับการเข้าสู่เขตการค้าอาเซียน +3 (อยู่ในเวทีเดียวกัน)กับยักษ์ใหญ่ทางเศรษฐกิจอีก 3 ชาติ(ประเทศจีน ประเทศญี่ปุ่นและประเทศเกาหลี) ในอนาคตอันใกล้ ( ปี 2021)



7. บริการแก่ทุกคน :ใน 5 ปีข้างหน้า ในปี 2018 


“การบริการสาธารณะ จะต้องให้บริการแก่พลเมืองอาเซียนทุกชาติ” เนื่องด้วยการไหลบ่าข้ามพรมแดนไปมาของพลเมืองอาเซียน ดังนั้นในการทำธุรกรรมต่างๆ ทั้งการค้า การบริการและการลงทุน ของพลเมืองอาเซียนจะเกิดขึ้นและขยายตัวอย่างต่อเนื่อง และการให้บริการสาธารณะในทั้งด้านสังคม ด้านเศรษฐกิจ การศึกษา การสาธารณสุข ก็จะมีความจำเป็นที่จะต้องให้บริการแก่พลเมืองอาเซียนทุกชาติ รวมถึงพลเมืองชาติอื่นๆที่จะเข้าติดต่อ และทำธุรกรรมกับพลเมืองอาเซียนด้วย เอกสารและภาษาราชการในหน่วยงานต่างๆ ก็มีความจำเป็นที่จะต้องใช้ในการสื่อสารในการทำธุรกรรมต่างๆกับพลเมืองอาเซียนเหล่านั้น ดังนั้นก็จะทำให้มีความจำเป็นที่จะต้องใช้ภาษากลาง(ซึ่งในอาเซียน ภาษาราชการก็คือภาษาอังกฤษ) ดังนั้นในองค์กรต่างๆที่จะให้บริการสาธารณะเหล่านั้น จะต้องพัฒนาขีดสมรรถนะด้านการสื่อสารในภาษาอังกฤษของบุคลากรในองค์กร ทั้งในด้านเอกสารและในด้านการสื่อสารอื่นๆ ตัวอย่างการเตรียมตัวที่ดีและเห็นได้ชัดเจน ได้แก่ประเทศสิงค์โปร์ซึ่งมี การให้บริการสาธารณะต่างๆ ที่ให้บริการด้วยภาษาราชการของประเทศสิงค์โปร์ ถึง 4 ภาษา คือ ภาษาอังกฤษ ภาษาจีนแมนดาริน ภาษามาเลย์และภาษาทมิฬ


8.ยุคของเมืองนานาชาติ : ใน 5 ปีข้างหน้า ในปี 2018


“เมืองหลัก จะพัฒนาไปสู่ความเป็นเมืองนานาชาติ(International Urbanization)อย่างชัดเจน” ในเมืองหลักของแต่ละประเทศในอาเซียน ซึ่งได้แก่ เมืองหลวงและเมืองที่อยู่บนเส้นทางระเบียงเศรษฐกิจ(Economic Corridor)ของภูมิภาค โดยเมืองเหล่านี้จะพัฒนาไปในทิศทางเดียวกันกล่าวคือ พัฒนาไปสู่ความเป็นเมืองนานาชาติ ที่มีสัดส่วนของพลเมืองอาเซียน ในเมืองนานาชาติเหล่านี้ จะสูงกว่าเมืองรองอื่นๆ อย่างชัดเจน ในเมืองนานาชาติเหล่านี้จะมีบริการที่เป็นลักษณะนานาชาติมากยิ่งขึ้น ทั้งในแง่การทำธุรกรรม การค้า การลงทุน การติดต่อสื่อสาร การคมนาคมขนส่ง และด้วยความต้องการการรับบริการเหล่านี้ของพลเมืองอาเซียนและผู้คนที่มาติดต่อ ทำธุรกรรมซึ่งกันและกัน จะเป็นตัวขับเคลื่อน ( Demand Driven )การพัฒนาเมืองไปสู่เมืองนานาชาติ( International Urbanization) มาตรฐานการใช้ชีวิตของผู้คน และมาตรฐานของเมืองนานาชาติ จะเป็นตัวผลักดันการพัฒนาเมืองไปสู่เมืองนานาชาติในที่สุด

1.การหางานจะเป็นปัญหาใหญ่ที่ยากลำบาก ใน 5 ปีข้างหน้า ปี 2018 "การหางานในประเทศ จะลำบากมากยิ่งขึ้น" โดยเฉพาะอย่างยิ่งในบริษัทข้ามชาติ หรือระดับชาติ ยิ่งถ้าเป็นบริษัทฯมีสำนักงานครอบคลุมในหลายๆประเทศ น้องๆนักศึกษาชาวไทยที่จบใหม่จากมหาวิทยาลัยไทย ใน 5ปี ข้างหน้า(เฉพาะที่มีพื้นฐานภาษาที่ดี) ต้องสมัครงานแย่งกันกับน้องๆนักศึกษา หรือ บัณฑิตจากประเทศเพื่อนบ้าน ไม่ว่าจะเป็น เวียดนาม พม่า กัมพูชา หรือลาว ในตำแหน่งงานที่สามารถเคลื่อนย้ายไปมาได้ระหว่างประเทศ(ขณะนี้ตกลงกันได้ว่าเปิดแล้ว ใน 8 ธุรกิจและคงจะขยายเพิ่มเติมอีกมากครับ) ส่วนที่เหลือก็คงต้องหางานจาก บริษัทขนาดกลางและขนาดเล็ก ซึ่งบริษัทเหล่านั้นก็จะไม่สามารถแข่งขันได้ในระยะกลาง ถึงระยะยาว พูดง่ายๆว่า งานในระดับ First Class โอกาสคงจะยากมากยิ่งขึ้น จะมีเพียงแต่ งานในระดับ Second Class เท่านั้น ปริญญาบัตรจากหลายสถาบันการศึกษา จะไม่เป็นที่ยอมรับ(ซึ่งปรากฎการณ์เหล่านี้ก็เป็นอยู่แล้ว) ใบประกาศนียบัตรรับรอง ความรู้ความสามารถ ในระดับชาติ หรือนานาชาติ ในแต่ละวิชาชีพ จะมีความสำคัญมากยิ่งขึ้น

2.ไปหางานในต่างประเทศดูไม่น่ายาก ใน 5 ปีข้างหน้า ปี 2018     เรื่องของ "การหางานในต่างประเทศ ในประชาคมอาเซียน" จะมีมากยิ่งขึ้น จนกลายเป็นเรื่องปกติ จะทำให้เกิดปรากฎการณ์สมองไหลในหลายวิชาชีพ และบรรดาเหล่าบริษัทข้ามชาติ ที่ตั้งอยู่ในภูมิภาคใกล้เคียงกับประเทศไทย จะเป็นแรงดึงดูดที่สำคัญ ทำให้เกิดการถ่ายเทกำลังแรงงานมันสมองในระดับกลาง ถึงระดับสูง และยิ่งมีการเดินทางสะดวกไม่ว่าจะเป็นด้วยรถไฟความเร็วสูง หรือ สายการบินราคาประหยัด จะทำให้ ปรากฎการณ์นี้เกิดขึ้นอย่างต่อเนื่องและขยายไปอย่างรวดเร็ว

3. SMEs ต้องปรับตัวอย่างมาก ใน 5 ปีข้างหน้า ปี 2018         "วิสาหกิจขนาดกลางและขนาดย่อม" จะประสบกับความยากลำบากในการแข่งขัน ยิ่งมีระบบการขนส่งที่มีประสิทธภาพสูงขึ้นเพียงใด ก็จะสามารถลดต้นทุนด้านโลจิสติกส์ลงมากเท่าน้น จะทำให้ การไหลบ่าของ "สินค้าดีราคาถูก" เข้ามาแทนที่ "สินค้าไม่ดี ราคาแพง" ได้อย่างสะดวก ดังนั้นอุตสาหกรรมที่เป็นส่วนหนึ่งของห่วงโซ่อุปสงค์ของ อุตสาหกรรมขนาดใหญ่ จะเผชิญกับคู่แข่งขันจากแดนไกล โดยเฉพาะวิสาหกิจขนาดกลางและขนาดย่อม ที่ไม่ใช้เทคโนโลยีที่ซับซ้อน จะแข่งขันได้ยากลำบากมาก ตัวอย่างเช่น สินค้าราคาถูกจากจีนที่เข้าตีตลาดในประเทศต่างๆทั่วโลก ก็เป็นตัวอย่างที่ดีในกรณีแบบนี้ 

4.  ปรับกระบวนการกันอย่างขนานใหญ่  ใน 5 ปีข้างหน้า ปี 2018 "อุตสาหกรรมบริการ" จะต้องปรับกระบวนการทางธุรกิจขนานใหญ่ เนื่องจากลูกค้าจะมีหลากหลายมากยิ่งขึ้น กระบวนการให้บริการต้องเข้าสู่กระบวนการมาตรฐาน และการสร้างสรรค์การบริการต้องปรับปรุงตลอดเวลาเพื่อตอบสนองความต้องการของลูกค้าที่มีหลากหลายมากยิ่งขึ้น การแข่งขันในอุตสาหกรรมนี้จะมีความรุนแรง เนื่องจากจะมีธุรกิจรายใหม่ที่เป็นรายใหญ่ในประเทศเพื่อนบ้านเข้าสุ่ตลาดนี้มากยิ่งขึ้น ดังนั้นการรักษาตำแหน่งทางการตลาดในอุตสาหกรรมจะทำได้อย่างยากลำบาก
