The world is now in the midst of a major policy debate about the objectives of public policy. What should be the world’s Sustainable Development Goals for the period 2015-2030? The World Happiness Report 2013 is offered as a contribution to that crucial debate.

In July 2011 the UN General Assembly passed a historic resolution.1 It invited member countries to measure the happiness of their people and to use this to help guide their public policies.This was followed in April 2012 by the first UN high-level meeting on happiness and well-being, chaired by the Prime Minister of Bhutan. At the same time the first World Happiness Report was published,2 followed some months later by the OECD Guidelines setting an international standard for the measurement of well-being.3 The present Report is sponsored by UN Sustainable Development Solutions Network established by UN Secretary General Ban Ki-moon.

Happiness

The word “happiness” is not used lightly. Happiness is an aspiration of every human being, and can also be a measure of social progress. America’s founding fathers declared the inalienable right to pursue happiness. Yet are Americans, or citizens of other countries, happy? If they are not, what if anything can be done about it? 

The key to proper measurement must begin with the meaning of the word “happiness.” The problem, of course, is that happiness is used in at least two ways — the first as an emotion (“Were you happy yesterday?”) and the second as an evaluation (“Are you happy with your life as a whole?”). If individuals were to routinely mix up their responses to these very different questions, then measures of happiness might tell us very little. Changes in reported happiness used to track social progress would perhaps reflect little
more than transient changes in emotion. Or impoverished persons who express happiness in terms of emotion might inadvertently diminish society’s will to fight poverty.

Fortunately, respondents to happiness surveys do not tend to make such confusing mistakes. As we showed in last year’s World Happiness Report and again in this year’s report, respondents to surveys clearly recognize the difference between happiness as an emotion and happiness in the sense of life satisfaction. The responses of individuals to these different questions are highly distinct. A very poor person might report himself to be happy emotionally at a specific time, while also reporting a much lower sense of happiness with life as a whole; and indeed, people living in extreme poverty do express low levels of happiness with life as a whole. Such answers should spur our societies to work harder to end extreme poverty. 

As with last year’s report, we have again assembled the available international happiness data on how people rate both their emotions and their lives as a whole. We divide the available measures into three main types: measures of positive emotions (positive affect) including happiness, usually asked about the day preceding the survey; measures of negative emotions (negative affect) again asked about the preceding day; and evaluations of life as a whole. Together, these three types of reports constitute the primary measures of subjective well-being.4 The three main life evaluations are the Cantril ladder of life,5 life satisfaction,6 and happiness with life as a whole.7 Happiness thus appears twice, once as an emotional report, and once as part of a life evaluation, giving us considerable evidence about the nature and causes of happiness in both its major senses.

ในงานสัมมนา "Moving Forward 2 ล้านล้าน ขับเคลื่อนไทยทัดเทียมโลก" ซึ่งจัดขึ้น ณ ศูนย์การประชุมแห่งชาติสิริกิติ์ ในวันอังคาร 30 กรกฎาคม 2556 โดยนายกิตติรัตน์ ณ ระนอง รองนายกรัฐมนตรี และ รัฐมนตรีว่าการกระทรวงการคลัง ได้กล่าวปาฐกถาพิเศษ หัวข้อ "ก้าวเดินไปข้างหน้า เพื่อเศรษฐกิจการค้าและการลงทุน" ว่า 





การเสนอร่างพระราชบัญญัติให้อำนาจกระทรวงการคลังกู้เงินเพื่อการพัฒนาโครงสร้างพื้นฐานด้านคมนาคมขนส่งของประเทศ ซึ่งกำลังจะเข้าพิจารณาในสภาผู้แทนราษฎรในวาระ 2 และ 3 เร็วๆนี้ และในชั้นกรรมาธิการวิสามัญฯได้ปรับลดจาก 19 มาตราเหลือ 18 มาตรา
มาตราสำคัญ เช่น มาตรา 5 ของร่างพ.ร.บ.ฉบับนี้ ที่ให้กระทรวงการคลังดำเนินการ โดยอนุมัติจากคณะรัฐมนตรี มีอำนาจในการกู้เงินตราในนามรัฐบาลแห่งราชอาณาจักรไทยมูลค่าไม่เกิน 2 ล้านล้านบาท เพื่อใช้จ่ายด้านพัฒนาระบบคมนาคมขนส่งของประเทศ ทั้งนี้การกู้เงินดังกล่าวให้กระทำไม่เกิน 31 ธ.ค. 2563  นอกจากนี้ อีกมาตราสำคัญ คือ มาตรา 14 กำหนดให้การพัฒนาโครงสร้างพื้นฐานด้านคมนาคมขนส่งประเทศตามยุทธศาสตร์ได้กำหนดขั้นตอนการเสนอโครงการให้เป็นไปตามยุทธศาสตร์โดยหน่วยงานต้องจัดทำรายละเอียดดำเนินโครงการเสนอต่อคณะรัฐมนตรี(ครม.)เพื่อพิจารณาอนุมัติการดำเนินโครงการและจัดสรรเงินกู้ดังนั้นต้องปฏิบัติตามขั้นตอนกฎหมายที่จำเป็นโดยดำเนินการตามขั้นตอนครบถ้วนและเสนอรายละเอียดโครงการต่อสภาพัฒนาเศรษฐกิจและสังคมแห่งชาติ สำนักงบประมาณ กระทรวงการคลัง เพื่อกลั่นกรองเสนอความเห็นไปยังครม.

ที่เข้าใจว่ากฎหมายนี้เหมือนเขียนเช็คเปล่าให้ใครไปลงทุนอะไรก็ได้ไม่เป็นความจริงการอนุมัติพ.ร.บ.นี้เป็นการกำหนดกรอบการลงทุนด้านโครงสร้างพื้นฐานการคมนาคมขนส่งที่ควบคุมขนาดลงทุนไว้ที่2ล้านล้านบาท


การลงทุนที่ผ่านมาของภาครัฐและเอกชนซึ่งเป็นการเทียบขนาดการลงทุนของประเทศกับจีดีพีซึ่งไม่ควรต่ำกว่าร้อยละ25 ของจีดีพี โดยก่อนวิกฤตเศรษฐกิจมีการลงทุนมากทั้งรัฐและเอกชน รวมกันร้อยละ 42 หลังจากนั้นเป็นต้นมาเศรษฐกิจเผชิญปัญหาความไม่พร้อมของภาครัฐชัดเจน ส่งผลให้มีการลดการลงทุนลง การลงทุนภาครัฐและเอกชนรวมกันไม่เคยเข้าใกล้ ร้อยละ 25 เทียบกับจีดีพีเลย


โดยภาครัฐลงทุนน้อยลงต่อเนื่องเมื่อเทียบสัดส่วนจีดีพี ตั้งแต่หลังวิกฤตเศรษฐกิจจนถึงขณะนี้ เป็นเวลา 10 ปีที่เราลงทุนน้อยกว่าเกณฑ์ที่ควรกำหนดให้มีการลงทุน จะเห็นว่าที่ผ่านมาเราไม่ได้ลงทุนโครงสร้างพื้นฐานหลายเรื่องที่เป็นประโยชน์ จะมี อาทิ ลงทุนในโครงการสนามบินสุวรรณภูมิ ซึ่งเป็นเรื่องที่เป็นประโยชน์


ใน 2 ล้านล้านบาท มียุทธศาสตร์ที่แบ่งสัดส่วนสำคัญคือ ปรับเปลี่ยนระบบการขนส่งของเรา ไปสู่การใช้การขนส่งสินค้า และการโดยสารไปยังรูปแบบที่มีการขนส่งต้นทุนถูกลง จากทางถนนแพงสุด และทางรางถูกลงมาก และทางน้ำถูกที่สุด ดังนั้น การชักชวนให้ปรับเปลี่ยนระบบจึงเป็นส่วนหนึ่งของยุทธศาสตร์


ลำดับต่อมาคือยุทธศาสตร์การสร้างความเชื่อมโยงที่ผ่านมาถนนยังไม่เชื่อมรถไฟส่วนรถไฟไม่เชื่อมน้ำและยังไม่เชื่อมเมืองเส้นทางถนนด้านตะวันตกและตะวันออกที่เราพยายามเชื่อมเมียวดีพม่าผ่านพิษณุโลกไปยังสะหวันนะเขต ยังเป็นสองเลนจำนวนมาก และสี่เลนมีไม่ทั่วถึง สิ่งเหล่านี้จะเชื่อมโยงจุดต่างๆได้ และยุทธศาสตร์สุดท้ายคือ จะช่วยแก้ปัญหาให้การเคลื่อนตัวขนส่งสินค้าได้เร็วขึ้น
รองนายกรัฐมนตรี กล่าวย้ำว่า กฎหมายที่ออกฉบับนี้เน้นการลงทุนในระบบโครงสร้างพื้นฐาน ดังนั้นโครงสร้างการลงทุนขนาดใหญ่และประเมินความคุ้มค่าได้ ซึ่งไม่ได้เป็นการกู้เงินมากระตุ้นเศรษฐกิจ ที่มีโครงการเล็กๆกระจัดกระจาย แต่หวังให้ลงทุนโครงสร้างพื้นฐานเพื่อไปต่อยอดเศรษฐกิจในอนาคต โดยศึกษารอบคอบ เพราะกว่าครม.จะอนุมัติต้องคำนวณความคุ้มค่าลงทุนซ้ำและดำเนินผ่านกฎหมายเกี่ยวข้องทั้งสิ่งแวดล้อม สุขอนามัยครบถ้วน ครม.จึงจะพิจารณาอนุมัติในแต่ละโครงการ และสำนักงานบริหารหนี้สาธารณะ (สบน.) จะเตรียมเงินไว้เพื่อการลงทุน รวมทั้งการจัดกรรมสิทธิ์ที่ดินในการรองรับโครงการต่างๆด้วย


ภาพรวมของโครงการ2ล้านล้านจึงเป็นการลงทุนที่มีทั้งทางรางทางถนนทางน้ำและศุลกากร โดยเรื่องทางรางเป็นการลงทุนในสัดส่วนที่มาก แต่รัฐบาลเคยวิเคราะห์ให้เห็นว่าถ้าเราจะลงทุนในระบบของเราเต็มรูปแบบและทำให้ประเทศเรามีความพร้อมที่สุด เราถูกคาดหวังให้ลงทุน 4.2 ล้านๆ แต่หารือกระทรวงการคลัง กรมศุลกากร เราควรจะถึงขนาดให้เป็นประเทศความพร้อมสูงสุดเลยหรือไม่ ก็พิจารณาให้ประเมินคุ้มค่าพอเดินได้ที่จะต่อยอดพัฒนาเศรษฐกิจไทย โดยพิจารณาประกอบไปกับการลงทุนหนี้สาธารณะของประเทศให้ต่ำในระดับที่น่าพอใจ


หนี้สาธารณะตามกรอบวินัยการคลังได้กำหนดไว้โดยรมว.คลังของรัฐบาลก่อนหน้าได้ปรับเพดานจากรอยละ50เป็น60ซึ่งยืนยันว่าเราจะควบคุมหนี้สาธารณะไม่ให้เข้าร้อยละ60 หรือ ซึ่งสว่นต่างร้อยละ 10 จะเทียบเท่ามูลค่ากว่า 1 ล้านล้านบาท ถือเป็นความปลอดภัย


ทั้งนี้ สบน. มีการดำเนินการระดมทุนเพื่อชำระหนี้เดิม และดำเนินการปรับเปลี่ยนโครงสร้างระดมตลาดในประเทศเป็นจำนวน 1.15 ล้านๆต่อปี รัฐบาลมีแนวทางกู้เงินให้สอดคล้องกับการลงทุน สภาพคล่องหลักๆที่ดูแล ทั้งจากการที่ธนาคารแห่งประเทศไทยระบุว่ามีสภาพคล่อง ที่เป็นเงินจำนวนรวมเกิน 3 ล้านล้านบาท ดังนั้นรัฐบาลดำเนินการ 2 ล้านล้าน อย่างค่อยเป็นค่อยไป ใช้เวลา 7 ปี และมีสภาพคล่อง 3 ล้านล้าน รอการดำเนินการอยู่ ดังนั้นในแง่สถาบันการเงินต่างๆไม่ต้องตกใจ เมื่อวานพบ ธปท. ได้บอกไปเราควรทำความเข้าใจตลาดเงินในประเทศไม่ต้องตื่นเต้น ระดมชิงเงินฝากมากมายเพราะสภาพคล่องขณะนี้มีอยู่มาก


ส่วนระดับหนี้สาธารณะถ้าเรากลับมาลงทุนหลังจากไม่ลงทุนมานานและควบคุมหนี้สาธารณะให้ต่ำโดยทำได้ด้วยการคำนวณ7ปี ทยอยกู้เงินเพื่อมาชำระการลงทุนก่อสร้าง ซึ่งทำอย่างค่อยเป็นค่อยไปใช้เงินงบประมาณชำระดอกเบี้ยอย่างรอบคอบ

ส่วนการลงทุนนี้จะมีภาคเอกชนเข้ามาเกี่ยวข้องแค่ไหนนายกิตติรัตน์ กล่าวว่า หลายโครงการที่เอกชนไม่ลงทุนแน่ เช่นสร้างถนนไม่เก็บค่าผ่านทาง การขยายถนน เพราะไม่มีรายได้เอกชน ดังนั้นภาครัฐพร้อมลงทุนให้ขยายตัวจัดเก็บรายได้เข้ารัฐ แต่มีบางโครงการจัดเก็บรายได้ เช่น รถไฟจัดเก็บค่าโดยสาร มีรายได้จุดอื่นๆให้บริการ ระบบรถไฟฟ้าในเมือง เป็นเรื่องที่จะมีรายได้ ถ้าเป็นถนนมีการจัดเก็บค่าผ่านทางก็จะเป็นโอกาสเอกชนลงทุน รัฐสนใจแต่สิ่งที่เราต้องการให้แน่ใจ ถ้าเอกชนยังลังเล รัฐได้ผ่านกฎหมายที่รัฐสามารถลงทุนได้เอง เชื่อว่า พอลงทุนไปไม่ถึง 2 ล้านล้านเชื่อว่า จะมีเอกชนเสนอตัวเข้ามาลงทุนร่วมกับรัฐในการให้เอกชนร่วมลงทุนในกิจการของรัฐ พ.ศ....(PPP) ซึ่งเพิ่งผ่านกฎหมายฉบับนี้ไป


โครงการ 2 ล้านล้าน จะมีผลต่อเศรษฐกิจ เพราะทำให้จีดีพีเติบโตขึ้น รวมทั้งเงินลงทุนก็ถือเป็นจีดีพีด้วย โครงการเสร็จสิ้นจะทำให้จีดีพีประเทศเติบโตก้าวกระโดด เพราะมีความเสถียรภาพเกิดขึ้นมาก


กระทรวงการคลังเชื่อมั่นว่าการดำเนินการกู้เงินในกรอบไม่เกิน 2 ล้านล้าน รักษาวินัยการคลังได้อย่างดีไม่มีอะไรที่ขัดต่อการดำเนินการตาม พ.ร.บ.อื่นและรัฐธรรมนูญ หวังว่ากฎหมายนี้ได่ผ่านเป็นประโยชน์ของประเทศ และโครงการนี้จะเป็นไปด้วยความซื่อตรงโปร่งใสไร้ทุจริตประพฤติมิชอบ

Thailand Needs to Invest in People, Not Rice

The search for lessons from lost economic decades has led from Japan to the U.S. to Europe. Now the spotlight turns to Thailand (SET).
This may strike some as odd, considering Thailand’s 5.3 percent growth, its young and expanding population, and the surprising level of political stability in Bangkok. In her two years leading Thailand’s 68 million people, Yingluck Shinawatra has somehow managed to tamp down the virtual civil war that led to the ouster of her prime minister brother in 2006.
Look closer, though, at the thrust of Yingluck’s economic policies. Her government has subsidized rice prices, provided handouts to car buyers and favored mega projects that will enrich the politically connected more than the masses. All this comes at the expense of long-term competitiveness and prosperity: Thailand should instead be investing in its future, especially education, if it wants to break out of the “middle-income trap” that befalls many developing nations.
Yingluck’s U-turn last week on the government’s policy of hoarding rice at above-market rates is a case in point. She had planned to limit a practice that jeopardizes the country’s fiscal position and warps commodity markets. Moody’s Investors Service says the subsidies damage Thailand’s credit rating. Yet she caved to farmers, even firing her commerce minister to do so.

Thaksinomics Redux

Granted, the program isn’t bankrupting Thailand. The country’s $346 billion economy can handle the $4.4 billion the government blew on rice purchases last year. But Yingluck’s recent priorities bear troubling similarities to those her exiled brother, Thaksin Shinawatra, championed from 2001 to 2006. His vaunted “Thaksinomics” never amounted to more than a Tammany Hall-like doling out of cash in return for rural votes.
In January, Yingluck unveiled a plan to lift Thai living standards. She proposed spending about $72 billion over 10 years on transportation, energy and telecommunications projects. Yingluck’s government is pushing an $8.6 billion port-and-industrial-zone project in neighboring Myanmar. Last week in Turkey, she called for a “New Silk Road” rail project to link Europe and Asia.
“We have some very big ideas, concrete ones, to make growth more inclusive,” Transport Minister Chadchart Sittipunt told me last month in Bangkok.
Forgotten in this ambitious building boom, though, is any investment in social infrastructure. It’s even more important to invest billions of dollars in education and in training to improve the quality of the labor force and raise productivity so that Thailand can keep up in the world’s most dynamic region. The country lags not just at the tertiary level, but also at the primary and secondary phases of the education process. Like several other countries in the region, Thailand’s focus on rote learning gives short shrift to creative and critical thinking and English proficiency.
“There is little sign that inadequate investment in human capital and the need for reform of the education system is recognized by the current government,” says economist Peter Warr at the Australian National University in Canberra. He’s done extensive research on Thailand’s economic growing pains.
Thailand matters because it’s a role model in the region. As Myanmar exits decades of isolation and tries to build a healthy economy, it’s looking to Thailand for direction and financing. The same goes for Cambodia, Laos and Vietnam. How Thailand evolves will reverberate around the neighborhood.

Going Nowhere

At the moment, Thailand is walking in place even if its headline growth rates outpace Japan, the U.S. and Europe. To Bank of Thailand economist Piti Disyatat, per-capita gross domestic product tells the story: It has been hovering around 15 percent to 20 percent of U.S. levels for more than 10 years.
This is a precarious moment for Thailand to be stuck at a per capita GDP of about $5,000. Global growth is tepid, China is slowing, and Indonesia, Philippines and Vietnam are winning jobs that Thailand (THGDPYOY) once took for granted. As Thai wages rise, so do production costs. It must move faster up the value chain to build more technologically advanced products in the electronics and automobiles sectors -- preferably bearing Thai names, not just Japanese ones.
Building a more entrepreneurial workforce requires big investments and political will, both of which are in short supply. Corruption, among other things, skews incentives. Massive road, bridge and power-grid projects are dripping with opportunities for politicians and business people to line their pockets. “There are few if any kickbacks available from investment in education,” Warr says. “Physical infrastructure is another matter.”
Thaksin’s policy of cash handouts to rural areas was the economic equivalent of a sugar high. It did nothing to strengthen government institutions, build a credible legal system or invest in human capital. The five prime ministers who led Thailand between Thaksin’s ouster and his sister’s victory in July 2011 spent all their time avoiding another coup.
Now that Thailand is stable, it’s time to invest in the future. Pouring more money into people rather than rice farms and construction companies would be a good start.

The evolution of the middle class means that sophisticated and seasoned shoppers—those able and willing to pay a premium for quality and to consider discretionary goods and not just basic necessities—will soon emerge as the dominant force. To underscore this group’s growing importance, we have described it in past research as the “new mainstream.”5 For the sake of simplicity, we now call consumers with household incomes in the 106,000 to 229,000 renminbi range upper middle class. In 2012, this segment, accounting for just 14 percent of urban households, was dwarfed by the mass middle class, with household incomes from 60,000 to 106,000 renminbi. By 2022, we estimate, the upper middle class will account for 54 percent of urban households and 56 percent of urban private consumption. The mass middle will dwindle to 22 percent of urban households (Exhibit 1).

กลับมาเป็นรัฐมนตรีว่าการกระทรวงศึกษาธิการ (ศธ.) อีกครั้ง สำหรับนายจาตุรนต์ ฉายแสง หลังจากถูกเว้นวรรคทางการเมืองไป 5 ปี ในตำแหน่งสุดท้ายคือรัฐมนตรีว่าการ ศธ.ในปี 2549 แต่หลังจากพ้นโทษทางการเมือง ก็กลับมารับตำแหน่ง "รัฐมนตรีว่าการ ศธ." อีก เมื่อพระบาทสมเด็จพระเจ้าอยู่หัว มีพระบรมราชโองการโปรดเกล้าฯแต่งตั้งคณะรัฐมนตรีชุดใหม่ หรือ "ครม.ปู 5" ในรัฐบาล น.ส.ยิ่งลักษณ์ ชินวัตร เมื่อวันที่ 30 มิถุนายน ที่ผ่านมา

ด้วยความที่เป็นคนที่ได้รับการยอมรับจากคนในแวดวงการศึกษาไทย ทำให้เสียงตอบรับดังกระหึ่ม เพราะ "คาดหวัง" ให้นายจาตุรนต์เข้ามาสานต่องานต่างๆ ของ ศธ.ไม่ว่าจะเป็น "การปฏิรูปหลักสูตร" ที่กำลังดำเนินการอยู่ การสะสางปัญหาการทุจริตใน ศธ.โดยเฉพาะ "การทุจริตสอบครูผู้ช่วย กรณีมีความจำเป็น หรือเหตุพิเศษ ว12" ที่ส่งผลสะเทือนไปทั่ววงการ "แม่พิมพ์ไทย" เพื่อกอบกู้ภาพลักษณ์ของครู รวมถึง ปัญหาอื่นๆ อีกมากมาย

แต่ด้วยความที่นายจาตุรนต์ถูกมองว่าเป็นคนทำงานเชื่องช้า ไม่กล้าตัดสินใจ และไม่เด็ดขาด ทำให้การขับเคลื่อนงานด้านการศึกษาไปไม่ถึงไหน

"มติชน" จึงถือโอกาสนี้ สัมภาษณ์พิเศษเกี่ยวกับแนวนโยบาย และทิศทางงานด้านการศึกษา รวมถึง รูปแบบการทำงานในการหวนคืนตำแหน่งรัฐมนตรีว่าการ ศธ.ในครั้งนี้

@ หายจากวงการศึกษา 7 ปี กลับมาคราวนี้ต้องทำการบ้านอะไรบ้าง?
"การบ้านคงต้องทำ เพราะผมว่างเว้นจากการเป็นรัฐมนตรีมานาน และไปทำงานอื่น ทั้งการเมือง การผลักดันให้บ้านเมืองเป็นประชาธิปไตย ช่วยงานพรรคการเมืองด้วย ในช่วงหลังไม่ได้คิดเตรียมตัวเตรียมใจจะมาเป็นรัฐมนตรี เพราะคิดว่าหลังการเลือกตั้งทั่วไปอีก 2 ปี ค่อยไปว่ากันว่าจะได้เป็นรัฐมนตรี หรือไม่ได้เป็น แต่ได้มาเป็นรัฐมนตรีว่าการ ศธ.คราวนี้ก็ปุบปับมาก รู้ล่วงหน้า 2 วันตอนที่นายกรัฐมนตรีแจ้ง หลังจากนั้น 3-4 วันทรงโปรดเกล้าฯ และวันรุ่งขึ้น (1 กรกฎาคม) ก็เข้ามาทำงานที่ ศธ.เลย 

ถึงแม้ว่าจะมีทุนเดิมคือเคยเป็นรัฐมนตรีว่าการ ศธ.มาก่อน หรือสนใจงานการศึกษาอยู่บ้าง แต่ก็ยังต้องทำความเข้าใจสภาพปัจจุบันอยู่มากพอสมควร เพราะมิฉะนั้นจะกลายเป็นเอาแต่ความคิดตัวเองที่คิดได้ เข้ามาบอกให้ทุกคนทำตาม ก็คงไม่ถูก โชคดีที่ได้มีโอกาสร่วมร่างนโยบายด้านการศึกษาของพรรคเพื่อไทย นโยบายของรัฐบาล จึงเข้าใจสาระของนโยบาย แต่เมื่อนำมาใช้แล้ว เรื่องต่างๆ อยู่ในสภาพอย่างไร คืบหน้าถึงไหน มีปัญหาอุปสรรคอย่างไร เป็นเรื่องที่ต้องทำความเข้าใจ และยังต้องคิดค้นว่าเรื่องสำคัญๆ ที่ควรจะเน้น ควรจะทำก่อนคือเรื่องอะไร เพื่อกำหนดเป็นนโยบายจากนี้ไป ให้สอดคล้องกับนโยบายรัฐบาล และมีลักษณะสานต่อเรื่องเดิม และทำในเรื่องที่ยังขาด หรือเรื่องสำคัญๆ ที่ควรจะเน้นเป็นพิเศษคืออะไร ตอนนี้อยู่ระหว่างความพยายามสังเคราะห์โดยเริ่มจากการรับฟังมากๆ ก่อน"

@ มองบริบทของการศึกษาเมื่อ 6-7 ปีก่อน กับปัจจุบันอย่างไร?
"หลายเรื่องเป็นเรื่องต่อเนื่อง สำคัญว่าพัฒนาการเป็นไปอย่างไร มากน้อยแค่ไหน ถูกทิศทางหรือไม่ แล้วก็สภาพการณ์ของประเทศ หรือสภาพการณ์ของโลกภายนอกก็เปลี่ยนไปมาก การศึกษาได้พัฒนา หรือมีแนวโน้มจะพัฒนาที่จะเอื้ออำนวย หรือรองรับการที่ประเทศจะต้องพัฒนาให้สามารถจะอยู่ในโลกที่กำลังเปลี่ยนแปลง ซึ่งจะต้องมีทั้งความร่วมมือ และแข่งขันกับประเทศต่างๆ ได้หรือไม่ นี่เป็นโจทย์ข้อใหญ่ ซึ่งนโยบายด้านการศึกษาของรัฐบาล ได้คิดเรื่องเหล่านี้มาแล้ว แต่ตอนนำมาประยุกต์ให้เข้ากับการทำงานใน ศธ.หรือการทำงานด้านการศึกษา ได้ประยุกต์กันไปมากน้อยแค่ไหน นำไปใช้แค่ไหน และใช้ได้ผลมากน้อยแค่ไหน กับอีกอย่างคือความเชื่อมโยงระหว่างเรื่องต่างๆ มิติต่างๆ ของการศึกษาในส่วนนี้ จะไม่อยู่ในนโยบาย เป็นเรื่องกระบวนการบริหารจัดการที่ต้องมาคิด 

แล้วก็มีเรื่องสำคัญๆ ที่ต้องคิด และยกเครื่อง ที่ผมใช้คำว่ายกเครื่อง ไม่ได้หมายความว่าที่ทำมาแล้วไม่ดี อย่างนโบายล่าสุดของนายพงศ์เทพ เทพกาญจนา อดีตรัฐมนตรีว่าการ สธ.ได้กำหนดนโยบายที่สอดคล้องกับนโยบายรัฐบาลหลายเรื่อง ก็ควรจะต้องส่งเสริมผลักดันต่อไป แต่ขณะเดียวกันผมคิดว่ามีจุดสำคัญๆ ที่ต้องมาเน้น มาเพิ่ม แล้วมาจัดลำดับความสำคัญ เลือกเรื่องที่ทำแล้วจะส่งผลกระทบต่อเรื่องอื่นมากๆ เพื่อให้ทั้งระบบขับเคลื่อนได้เร็ว คือประเทศเรากำลังต้องการการปรับปรุงเปลี่ยนแปลงพัฒนาในเรื่องการศึกษา และการพัฒนาคนค่อนข้างมากเพื่อการเข้าสู่ประชาคมอาเซียน และรองรับการที่เอเชียกำลังเป็นทวีปที่มีศักยภาพของโลก"

@ นโยบายเร่งด่วนคือปฏิรูปการเรียนรู้?"ปฏิรูปการเรียนรู้ บางทีผมก็ชอบใช้คำว่าปฏิรูปการเรียนการสอน ความหมายเดียวกัน บางทีต้องพูดครอบคลุม เพราะเกี่ยวกับการสอน หรือบทบาทของครูอยู่ด้วย ถึงได้มีคำว่าการสอน เรื่องนี้เป็นเรื่องที่เคยทำ และขาดช่วงไป แต่ไม่เชิงที่จะเอาของเก่ามาเล่าใหม่ เพราะบริบทเปลี่ยนไป เวลานี้ ศธ.ประกาศไปแล้วว่าจะปฏิรูปหลักสูตรการศึกษาขั้นพื้นฐาน และจะมีผลใน 1-3 ปี ผมคิดว่าอาจจะต้องขอปรับกระบวนการด้วยการปฏิรูประบบการเรียนรู้ และการเรียนการสอนเสียเลย เตรียมการ และลงทำเพื่อให้ไปรับกับหลักสูตรใหม่ พอหลักสูตรใหม่ออกมา ก็จะมีพื้นที่ที่จะปรับการเรียนการสอนมากขึ้นไปอีก ซึ่งการปฏิรูปการเรียนรู้ และการเรียนการสอน จะเน้นเรื่องการคิดวิเคราะห์ ความเข้าใจ การเรียนรู้ด้วยตนเอง การเรียนรู้อย่างต่อเนื่อง การสร้างคุณลักษณะของเด็ก หรือผู้เรียนที่พึงประสงค์ 

ทั้งนี้ ในยุคปัจจุบัน การเรียนรู้ และการเรียนการสอนในโลกยุคอินเตอร์เน็ตแพร่หลาย มีการเข้าถึงอินเตอร์เน็ตได้ง่ายขึ้น มีความรู้อยู่ในระบบอินเตอร์เน็ตมากมายมหาศาล ฉะนั้น จะต้องกำหนดหลักสูตรว่าจะให้เด็กระดับไหนเรียนอะไร ควรเรียนอะไร เรียนอย่างไร สอนอย่างไร และในยุคที่มีเด็กเข้าสู่อินเตอร์เน็ตได้ จะเรียนอย่างไร สอนอย่างไร จะแนะนำผู้เรียนอย่างไร มันเป็นโจทย์ข้อใหญ่มาก เพราะจะพบปัญหาว่า ครูให้การบ้าน เด็กก็เข้าไปค้นหาในกูเกิล หรือยาฮู เสร็จแล้วก็ตัดแปะส่งอาจาจารย์ได้เลย ซึ่งก็มีเสียงบ่นว่าถ้าเป็นอย่างนี้ จะได้ผลอะไร โดยสิ่งเหล่านี้สะท้อนว่าวิธีให้การบ้าน วิธีสอน บทบาทของครูในห้องเรียนต้องเปลี่ยน แทนที่จะถามนักเรียนว่าคำนี้คืออะไร ก็ไปค้นมา แต่ต้องเปลี่ยนเป็นหลังจากค้นหาคำนี้แล้ว ต้องให้เด็กตั้งคำถาม ให้เปรียบเทียบกับคำอื่นเพื่อให้โยงไปเรื่องอื่น ให้แสดงความเข้าใจ ให้รู้จักคิดในความรู้ที่เยอะแยะไปหมด ซึ่งครูต้องช่วยแนะนำเด็กว่าจะเรียนอะไร หาความรู้อะไร เพื่อโยงกับหลักสูตร นี่คือเรื่องใหม่ และต้องทำการปฏิรูปการเรียนรู้ และการเรียนการสอนด่วน"

@ มีแนวทางการพัฒนา และอบรมครูอย่างไร?
"การเรียนการสอนสำหรับหลักสูตรปัจจุบัน ในยุคการเรียนรู้สมัยใหม่นี้ บทบาทของครูต้องเปลี่ยนไป การอบรมพัฒนาครูต้องเกิดขึ้น เพื่อให้มีการเปลี่ยน ต้องมีกระบวนการใหม่ จะทำอย่างไรเพื่อทำให้ครูเรียนรู้ได้เร็ว และจะต้องเชื่อมโยงไปกับคอมพิวเตอร์แบบพกพา หรือแท็บเล็ตที่นำมาใช้ในการเรียนด้วย ซึ่งแท็บเล็ตเป็นเรื่องใหญ่ที่สำคัญเรื่องหนึ่ง จะต้องทำเนื้อหาที่ให้ได้มาตรฐาน และยังต้องมีวิธีเรียน วิธีสอนอยู่ในนั้น มีแบบฝึกหัด การทดสอบด้วย ทั้งนี้ ในส่วนของครูนั้น จะต้องหาวิธีจูงใจด้วยผลสัมฤทธิ์ทางการเรียนกับการประเมินวิทยฐานะให้มากขึ้น ไม่ใช่ประเมินวิทยฐานะจากการพิจารณาเอกสารมากเกินไป ใครสอนดีก็ควรได้รับการเลื่อนวิทยฐานะง่ายขึ้น"

@ งานด้านอาชีวศึกษาเน้นนโยบายใดเป็นพิเศษ?
"ผมคิดว่ามีความพยายามทำในหลายเรื่องอยู่แล้ว และทิศทางก็น่าจะดี อย่างการเรียนแบบทวิภาคี การยกระดับพัฒนาคุณภาพ การแก้ปัญหาเรื่องผู้สอน การแก้ปัญหาคนนิยมเรียนอาชีวะน้อยลง ซึ่งเป็นทิศทางที่ถูก แต่ต้องมาประเมินว่า ระดับคุณภาพของเด็ก ความสอดคล้องกับตลาด ความต้องการของประเทศเป็นอย่างไร และกระบวนการที่จะผลิตคนให้ตรงกับความต้องการของประเทศอยู่ในระดับไหน และน่าพอใจแค่ไหน รองรับการพัฒนาประเทศได้จริงหรือไม่ จะต้องหาวิธีประเมินทั้งในแง่หลักสูตรการเรียนการสอน ผลสัมฤทธิ์ของเด็ก ทั้งนี้ มีกลไกอันหนึ่งที่สร้างขึ้นแล้วยังไม่ได้ใช้ คือระบบคุณวุฒิวิชาชีพ ที่ต้องการให้สร้างคุณสมบัติ คุณลักษณะของเด็กที่จะผลิตเพื่อไปตอบสนองความต้องการของตลาด หรือสังคม และให้เชื่อมโยงกับเงินเดือน หรือค่าตอบแทน หรือรายได้ ทำให้ผลิตเด็กได้ตรงความต้องการ และมีรายได้ที่ดี โดยไม่จำเป็นต้องจบปริญญา แต่ขณะนี้กลไกระบบคุณวุฒิวิชาชีพไม่ค่อยได้ใช้แล้ว แต่มีการพูดถึงการสอนระดับปริญญาตรีแทน ต่อไปจะกลายเป็นพยายามให้ได้ปริญญาตรี และจะได้เงินเดือนสูงขึ้น ซึ่งเป็นคนละแนวคิดกับกับคุณวุฒิวิชาชีพ ส่วนความร่วมมือกับเอกชน จะเปลี่ยนแปลงเรื่องคุณภาพได้มากกว่านี้หรือไม่ รวมทั้ง การเพิ่มความร่วมมือให้มากขึ้น 

ส่วนการตั้งเป้าหมายให้เด็กเรียนอาชีวะมากขึ้นในสัดส่วน 50 : 50 เมื่อเทียบกับสายสามัญนั้น เห็นว่าจะมีวิธีช่วยค่าใช้จ่าย ซึ่งนั่นเป็นส่วนหนึ่ง แต่ที่สำคัญคือต้องทำให้อาชีวะมีคุณภาพขึ้นมากๆ ตรงกับความต้องการของตลาด เรียนแล้วมีอาชีพ และมีรายได้ที่ดี ต่อไปจะมีคนมาเรียนกันเยอะ อีกสิ่งหนึ่งที่ควรต้องทำคือการ Re-branding กันใหม่ ทำให้ภาพพจน์ให้คนมองมาที่อาชีวะ แล้วเห็นว่าเป็นการที่จะก้าวไปสู่การมีอาชีพที่ดี มีรายได้ดี มีเกียรติ ในหลายประเทศคนจบสายอาชีวะ จบสายเทคนิค แต่ไม่ได้จบปริญญา มีรายได้ที่สูงกว่าปริญญาเยอะ นี่คือสิ่งที่ต้องทำให้เกิดขึ้น เพราะถ้าทำไม่ได้ ก็จะขัดแย้งกับการพัฒนาที่เราตั้งใจทำหลายๆ อย่าง

สำหรับด้านหลักสูตรก็ต้องปรับเพิ่ม ต้องร่วมมือกับทวิภาคี ต้องดูว่าได้คุณภาพพอหรือยัง ตรงกับความต้องการพอหรือยัง เข้มข้นพอหรือยัง และถ้าจะให้ดีต้องไปเทียบเคียงกับต่างประเทศ หรือจะทำมาตรฐานอะไรขึ้นมา โดยอาศัยผู้เชี่ยวชาญ องค์กรผู้มีความรู้ความสามารถเชี่ยวชาญจากต่างประเทศมาช่วยวิเคราะห์ หรือช่วยออกแบบระบบ ซึ่งผมคิดว่าจะต้องมีการยกเครื่องอาชีวศึกษากันใหม่"

@ ด้านอุดมศึกษาเน้นนโยบายใดบ้าง?
"ในส่วนของอุดมศึกษานั้น ได้ประชุมกันไปแล้ว และมีหลายเรื่องที่ต้องตัดสินใจว่า ทำอย่างไรจะส่งเสริมให้การอุดมศึกษาของประเทศยกระดับคุณภาพ ไต่อันดับในเวทีโลกได้ดีขึ้น และจะทำอย่างไรให้รู้ว่ามหาวิทยาลัยไหนอยู่ในอันดับที่เท่าใด ในกรณีที่ไม่ติดอันดับโลกเลย ระบบจัดอันดับของประเทศไทยจะเป็นอย่างไร โดยรัฐบาล หรือสำนักงานคณะกรรมการการอุดมศึกษา (สกอ.) จะช่วยผลักดันอะไรได้มากกว่านี้หรือไม่ ในส่วนของงบประมาณ การตั้งเป้าหมาย นอกจากนี้ ยังมีเรื่องของการพัฒนาคุณภาพที่เป็นงานค้างเดิม จะต้องคุย และลงรายละเอียดกันต่อ 

ส่วนที่มหาวิทยาลัยเปิดหลักสูตรต่างๆ มากขึ้นเพื่อเลี้ยงตัวเอง และอาจจะกระทบถึงคุณภาพ จะต้องดูว่าทางรัฐบาล และ สกอ.จะมีบทบาทช่วยทำให้มีคุณภาพได้อย่างไร โดยผ่านระบบประเมิน ระบบการจัดอันดับ ระบบงบประมาณ รวมทั้ง ต้องใช้ความเรียกร้องต้องการของภาคสังคมที่จะเสนอต่อมหาวิทยาลัยด้วย ส่วนระบบกลางการคัดเลือกบุคคลเข้าศึกษาต่อในสถาบันอุดมศึกษา สิ่งนี้เป็นเรื่องใหญ่ หากจะต้องทบทวน ทั้งนี้ ต้องยอมรับว่าระบบที่ทำกันอยู่มีปัญหาต่อการจัดการศึกษาขั้นพื้นฐานมาก ทั้งความเท่าเทียม และมีผลต่อการที่จะปฏิรูปการศึกษาให้ได้ผลด้วย เพราะระบบดังกล่าวดึงความสนใจของนักเรียนไปหาข้อสอบของมหาวิทยาลัยเสียหมด จึงต้องสำรวจปัญหา และนำมาหารือกัน ถ้ามหาวิทยาลัยเห็นว่าหลักสูตรการศึกษาขั้นพื้นฐานยังไม่ดีพอ และยังไม่ได้เด็กตรงความต้องการ ก็ต้องช่วยกันปรับหลักสูตรการศึกษาขั้นพื้นฐานเพื่อให้ตัวป้อนดีขึ้น แต่ถ้าออกข้อสอบโดยเน้นให้ได้ตัวป้อนที่ดี เพื่อคัดเด็กเก่งๆ ก็จะทำให้เด็กทั้งระบบไม่สนใจการเรียนในโรงเรียน ไม่สนใจการสอบของสถาบันทดสอบทางการศึกษาแห่งชาติ (สทศ.) จะส่งผลให้การปฏิรูปการศึกษาไม่อาจเกิดขึ้นได้ ฉะนั้น เรื่องนี้เป็นเรื่องในลำดับถัดๆ ไปที่ต้องคิด"

@ จุดยืนในการแก้ปัญหาทุจริต โดยเฉพาะการทุจริตสอบครูผู้ช่วย?
"ผมคิดว่าต้องสะสางอย่างเอาจริงเอาจังกับปัญหาการทุจริตที่ผ่านมา และต้องหาผู้ทำผิดมาลงโทษไปตามเนื้อผ้าอย่างเคร่งครัดจริงจัง รวมทั้ง ต้องป้องกันไม่ให้เกิดการทุจริตใหม่ๆ เพราะถ้าปล่อยให้ทุจริตกันมากๆ การพัฒนาการศึกษาไม่มีทางได้ผล จะสูญเปล่า และจะหวังไปพัฒนาคุณภาพการศึกษาไม่ได้ ซึ่งเรื่องการทุจริตครูผู้ช่วย ก็มีหลายมิติ จะต้องดูว่าจุดที่เป็นปัญหาอยู่ที่ไหน แล้วจะให้ความเป็นธรรมกับผู้เข้าสอบได้อย่างไร รวมทั้ง จะสร้างระบบไม่ให้มีทุจริตได้อย่างไร โดยเรื่องนี้มีการจัดการกับปัญหามาในขั้นตอนต่างๆ แล้ว บางเรื่องจะไปรื้อไปแก้ก็ไม่ใช่ง่าย แต่ที่สำคัญในเวลาคือ ถ้าพบว่ามีการทุจริตที่ไหน มีใครเกี่ยวข้อง ต้องว่าไปตามเนื้อผ้า ไม่มีมวยล้ม"

@ กระแสตอบรับค่อนข้างดี รู้สึกกดดันกับความคาดหวังหรือไม่?
"จะว่าเป็นกำลังใจก็เป็นกำลังใจ หรือคิดว่ากดดันก็กดดัน ความคาดหวัง และความยินดีที่ผมมาเป็นรัฐมนตรี ก็ไม่แน่ใจว่าเป็นความดีใจที่ผมได้เป็นรัฐมนตรี หรือเป็นรัฐมนตรีว่าการ ศธ.อาจจะปนๆ กันอยู่ แต่ต้องพูดตามตรงว่าผมไม่ได้ทำงานด้านการศึกษามานาน เพราะไปเน้นเรื่องการทำให้บ้านเมืองเป็นประชาธิปไตยเกือบ 7 ปี และไม่ได้คิดว่าจะเป็นรัฐมนตรีด้วย ดังนั้น อาจไม่ได้ทำอะไรได้เหมือนอย่างที่คาดหวังกันไปเสียหมด 

อีกอย่างงานด้านการศึกษา งานของ ศธ.จะไม่มีอัศวินม้าขาว จะอาศัยอัศวินม้าขาวไม่ได้ แล้วผมก็ไม่ใช่อัศวินม้าขาวเลย ที่สำคัญ ต้องอาศัยคนทั้งองคาพยพ ทั้ง ศธ.และสำคัญกว่านั้นต้องอาศัยสังคม ต้องให้เป็นประเด็นทางสังคม และบางเรื่องต้องให้เป็นวาระแห่งชาติให้ได้ จึงจะแก้ได้ ถ้าผมจะมีส่วนช่วย คือใช้ความรู้ประสบการณ์ที่มีอยู่ มาทำความเข้าในเรื่อง และเสนอเรื่องให้เห็นว่าถ้าจะขับเคลื่อนการศึกษากันจริงๆ ยกเครื่องกันจริงๆ จะต้องทำอะไร เสร็จแล้วก็ต้องทำให้ผู้เกี่ยวข้องทั้งหลายเข้าใจ และเห็นร่วมกัน ซึ่งต้องมีกระบวนการทำงานร่วมกันเสียก่อนตั้งแต่ต้น และยังต้องไปเสนอเรื่องเหล่านี้ให้สังคมเข้าใจ เห็นโจทย์ทางออก และเห็นวิธีการร่วมกัน ช่วยกันผลักดัน ถ้าไม่มีกระบวนการนี้ ใครมาเป็นรัฐมนตรีว่าการ ศธ.ก็ยังทำอะไรมากไม่ได้ เพราะเรื่องของ ศธ.เป็นเรื่องซับซ้อน หลายเรื่องสะสมมานาน แล้วหลายส่วนก็มีลักษณะเป็นอิสระจากกัน โครงสร้างที่ทำมาต่อเนื่องช่วง 10 ปีมานี้ เป็นโครงสร้างที่ทำให้การบริหารจัดการไม่ง่าย"

@ ภายใน 2 ปีนี้ จะเห็นการเปลี่ยนแปลงหรือไม่?

Hundreds of Billions of Dollars


The winners of next week’s bidding process to build Burma’s wireless telecommunications network will need very deep pockets, according to the latest Monopoly board-game figures for developing the country.
“$50 billion is needed in telecommunications infrastructure if Myanmar [Burma] is to make full use of digital technology to leapfrog stages of development,” say economists Martin N. Baily and Richard Dobbs in a critique of the level and focus of investment in the country.
Perhaps that kind of outlay is not what the dozen or so international telecommunications companies bidding for two network licenses have in mind, but it’s what Baily and Dobbs believe will be necessary to help push Burma firmly into the 21st century by discarding some 20th-century models.
“For example, by using mobile banking or e-commerce to avoid the cost of building physical banks and shops and to extend health and education services to even the remotest villages,” Baily and Dobbs outlined in a report for Project Syndicate, a website which publishes “original, engaging, and thought-provoking commentaries by esteemed leaders and thinkers.”
Baily is a former chairman of the US President’s Council of Economic Advisers and an economic policy development commentator at the Brookings Institution in Washington. Dobbs is a director of the McKinsey Global Institute.
US $50 billion is only a small portion of the hundreds of billions of dollars the authors reckon is needed to truly make Burma the last economic frontier of growth which international media have been talking up for the past year.
Baily and Dobbs calculate that around $300 billion is needed just to raise Burma’s housing, electricity, transport and energy infrastructure to 21st-century standards. Half of this huge sum would need to be spent in the largest cities and towns, which they tip to expand considerably if the country moves away from its present agrarian base.
“Today, only an estimated 13 percent of Myanmar’s population lives in large cities, but that could rise to 25 percent by 2030—an addition of 10 million people,” say Baily and Dobbs.

Their figures suggest an annual investment of at least $20 billion a year through to 2030. But in Burma’s last financial year, a total of $1.4 billion was actually invested, according to government figures.
This modest investment to date, the reality behind all the gung-ho headlines of boom, boom, boom, was underlined as a problem for Burma just recently by opposition leader Aung San Suu Kyi.
“Certainly it is going to be an uphill task to attract the sort of investment to meet these [Baily and Dobbs] projections. Particularly so since the vast funds that, up until recently, have been sloshing around the world looking for yield are fast drying up,” long-time Burma economy watcher Sean Turnell told The Irrawaddy on June 17.
Much of the inward investment in property construction is going into hotels to cater for the country’s burgeoning tourism. Numerous foreign companies have visited Rangoon and Naypyidaw and made vague offers to build new electricity-generating infrastructure, but very little actual power plant construction is under way or confirmed as copper-bottomed projects.
Aside from the mobile telephone network franchises scramble, with winners scheduled to be announced June 27, one of the biggest looming investments is expected to be in the energy sector, with 30 offshore blocks up for development.

The closing date for offshore blocks bids was June 14 and the Ministry of Energy has said it will announce winners by the end of this month.
Nineteen of the blocks are in deep seas of the Bay of Bengal and only the major international oil companies have the necessary technology, skills and deep pockets to carry out expensive undersea exploratory drilling.
No firms have announced their bids but speculation in the foreign oil industry press has named Chevron, BP, Shell, China National Offshore Oil Corporation, Petronas of Malaysia, PTTEP of Thailand and Norway’s Statoil as possible contenders.
The short-listed bidders for phone network licenses already announced by the government include China Mobile Limited; Vodafone Group; Singapore Telecommunications; Bharti Airtel of India; KDDI Corporation of Japan; Sumitomo Corporation, also of Japan; Telenor of Norway; and Vietnam’s Viettel Group.
Turnell, an economics professor at Macquarie University in Australia and co-editor of the Burma Economic Watch, said a lack of investment in basic infrastructure in Burma remained a “very significant problem”. But he cited the example of the British-Dutch conglomerate Unilever’s decision to develop a second factory in the country as “something quite positive”.
“The Unilever story [is] still only one example of what needs to take place, but a step in the desired direction at least. This sort of investment employs people, is of the sort that must grapple with local laws, institutions and conditions broadly, and is the sort that puts down roots,” Turnell told The Irrawaddy.
Unilever, a processed packaged foods-to-personal hygiene and household cleaning products giant, is due to open its first factory in Rangoon by the end of June, providing jobs for 150 people, and said earlier this month it would establish a second plant by the end of this year.
“Myanmar faces monumental development challenges that embrace virtually every aspect of the economy,” said Baily and Dobbs. “But that implies the broadest possible range of opportunities for companies and investors as well. They should proceed with caution, but with the expectation of tapping into a potentially lucrative new market.”
